I personally use Twitter Karma to gauge who I will and will not follow.
===>

Reason I will stop following someone.
* They don’t tweet within a 30 day period.
* They have not followed me.
* They do something stupid [Often times these people are not only unfollowed but also blocked and reported.]

Fortunately the third option is not a big issue for me on Twitter. I have heard some unfortunate stories though. I believe for the most part people realize the danger of becoming unpopular on a social network.
